Call for artists and creatives
Portland Community College and Home Forward invite artists and creatives to submit artwork proposals for the recently constructed Opportunity Center at 42nd Avenue (OC42) and adjacent affordable housing community, chaku kumtuks haws.
Submissions may include existing and/or commissioned artwork that celebrates agency, connection, and belonging, enriching these inclusive spaces for education, employment, and housing. Detailed information regarding multiple indoor and outdoor locations available for artwork can be found in the Request for Proposals (RFP) Location Sheets, available in Bid Locker.
Eligibility
Any and all artists and creatives are welcome to submit proposals. We encourage proposals from emerging artists, students, and individuals from traditionally underserved and diverse communities. Minority-owned, women-owned, veteran-owned, disadvantaged, and emerging small businesses are also encouraged to submit proposals.
Current employees of Portland Community College are not eligible to propose.
Submission schedule
The opportunity to submit proposals begins on January 14, 2026. Proposals must be submitted no later than 2pm on March 16, 2026. Late proposals will not be accepted.

To hear more about this opportunity and the proposal submission process, interested proposers are encouraged to attend an optional virtual information session via Zoom at one of the following times:
- Thursday, January 22: 11am-12pm
- Monday, January 26: 3-4pm
- Wednesday, January 28: 6:30-7:30pm
To view proposed locations for artwork, interested proposers are encouraged to attend an optional in-person tour at one of the following times:
- Wednesday, February 4: 11am-12pm
- Monday, February 9: 3-4pm
- Thursday, February 12: 6:30-7:30pm

Frequently asked questions
Can I submit a proposal if I’m a student or faculty member?
Students or faculty currently employed by the college are not eligible to propose.
What is the deadline?
Proposals must be submitted in Bid Locker by 2pm on March 16, 2026. Late proposals will not be accepted.
Can I submit artwork I’ve already created?
Yes. PCC and Home Forward seek existing and/or commissioned artwork.
What kind of artwork are you looking for?
Artwork can include paintings, drawings, prints, photographs, sculpture, multimedia, murals, and other art forms. Both interior and exterior pieces will be considered.
Can I visit the space where this artwork will be installed?
Optional tours are offered as noted above. Drop-in tours are not available.
Are there any special requirements to submit a proposal?
Proposals must be notarized in order to be accepted for consideration. Find detailed information and submit proposals through Bid Locker.
Who will be picking the winning art, and how will they decide?
A selection committee – comprised of PCC and Home Forward representatives – has identified values, goals, and content criteria for desired artwork that celebrates agency, connection, and belonging. The committee will review and select from submitted proposals, based on criteria in the Request for Proposals (RFP). Find detailed information and submit proposals through Bid Locker.
When will I find out if my artwork has been chosen?
Selected proposers will be notified of award in summer 2026.
Where will this art be installed?
Multiple indoor and outdoor locations have been identified for art placement at PCC’s Opportunity Center at 42nd Avenue (OC42) and Home Forward’s adjacent affordable housing community, chaku kumtuks haws. Additional art locations may be considered during the review process; however, PCC and Home Forward reserve the right to designate art to specific locations.
