Attention: safety alert

Dear PCC Community,
This Safety Alert is notification of a Disorderly Conduct involving an individual threatening a student. The incident occurred at the PCC Cascade Campus on 3/10 at approximately 3pm. The subject left at approximately 7pm. It is believed to present a potential ongoing safety concern to the PCC community.

  • REPORTED OFFENSE: Disorderly Conduct – Individual threatened another person.
  • WHEN: March 10, 2026 – Initial call received at approximately 3:00pm
  • SUSPECT: adult Black male, wheelchair-bound, approximately early 40s
  • WHERE: Portland Community College – Cascade Campus Student Union Cafeteria, 5575 N Albina Avenue, Portland, OR 97217
  • DESCRIPTION OF INCIDENT: Public Safety received a report of a previously trespassed individual refusing to leave the PCC Cascade campus cafeteria and behaving combatively. The suspect reportedly threatened to shoot a cafeteria staff member and claimed to be carrying a firearm, though he later denied it. Portland Police Bureau responded, searched the individual, and located a firearm but no ammunition. The firearm was not confiscated, and the suspect was re-issued a trespass notice and directed to leave campus, which he did. PPB declined to arrest the subject.
  • OTHER RELEVANT INFORMATION:
    • Suspect had been previously trespassed from campus
    • Portland Police Bureau case number: PP26-69508
    • Suspect was issued a new trespass notice and given approximately 10 minutes to leave campus
    • Officers noted the suspect is known to frequent a church approximately three blocks from campus

Safety tips and resources

  • If you have been assaulted or see an assault in progress, try to stay calm and go to a safe location. Call 911 and if safe to do so, Public Safety emergency at 971 722 4444 for help. Do not attempt to apprehend any suspects or perpetrators of crime. Your personal safety and the safety of others around you should be your first concern.

  • Parked at PCC? Call 971 722 4902 to ask for an escort to your vehicle while on PCC property, especially encouraged after dark.
  • Be a good witness: If you can and it’s safe to, observe as many details as possible to help investigations. Notice your perception of the assailant’s gender, race, age, height, hair color, clothing, tattoos or scars. If a vehicle is involved take note of the color, make and model and its license plate if possible.
